Cant comments be added to vote/rate system?

I have been reading and participating in yahoo answers for a couple of days now. When it comes to reading particular questions. I have noticed some very good answers and some very poor ones. What baffles me is the vote system. I see some answers with one liners get a good vote while several very good answers where the person has taken their time to answer getting bad votes.

If the asker does not choose a best answer then the one with the most good votes gets shown as the best answer. Meaning some one liner with a rubbish answer getting the best answer.

Infuriating!!

Cant people who vote for answers at least put a comment on why they rated a question good or bad? Is this even possible for yahoo answers to implement such a practice? What do others think of this?

The thumbs down/up ratings are not votes. They are supposed to reflect your opinion of the answers. Selection of the best answer is to be done by the asker within a certain period of time, failing which the answers go to the community for voting. The number of thumbs up or down ratings does not affect the ultimate selection of an answer as the best, as there are several criteria adopted by people when they select the best answer or vote on the best answer.

Yes, it is true that some people play 'games' here by voting on answers that do not deserve votes. In the process, some undeserving answers get selected as the best. This is a sad thing. It would be better if askers do the best answer selection themselves, but for a number of reasons, they do not exercise this prerogative.

The asker can write comments when choosing a best answer, and so can anyone, once the best answer selection is done. You would see a 'comments' box after the best answer selection. However, it is a moot question whether many people do go back to check for 'comments' after they answer a question.

You can comment on another's answer: there's a "comment" box under their answer. But it has to be short: my comment on an anti- Greek "best answer" about Cyprus was deleted, probably because it was too long.

I don't think thumbs down influence the voting, most of the time the first answer gets the most votes because its easier if they want quick points, but what i have noticed is that some (not all) will read all the answers and then make their choice, which is a good thing, but if the asker picked a best answer in the first place it wouldn't hapen.
